It turns out Kurtis Scarson was unable to destroy the satchels of wolfsbane because he is a lycanthrope. He's a member of the Ahroun pack, who are often harassed by the vampires known as the Royal Myrmidons. They have even gone so far as to hang Ahroun pelts in their dens!
