Snorgle now claims that he'll help me out only as long as I bring him the whip that's used to beat the boarfiends. If he doesn't start acting like a friend after I do this for him, I refuse to talk to him ever again!

I need to find the goblin which currently has the whip that's used to keep the boarfiends in line. It's likely that the one who has it is probably a goblin tasked with torturing their slaves.
I need to slay the torturers until I find one with a Torturing Whip on them (in Runnyeye Citadel)
Now that I have the Torturer's Whip, I should bring it back to Snorgle. This time, I'll be sure that Snorgle offers me the same friendship in return.
