According to Gibrien Marsden, I have met the community service requirements and can now speak with Queen Amree about becoming a permanent citizen of Kelethin!
Scales with Level
I will need to apply for citizenship with the registrar, then go to the Fae Royal Hall to speak with Queen Amree of the Fae.
It's a great honor for me to have my citizenship bestowed upon me by Queen Amree herself. (in Greater Faydark)

At least 100 XP.
