Raffik's note said he was near the dock in the Butcherblock Mountains.

Find out where Dockmaster Waulon Highpebble gets his clothes
The dock is well supplied with crafting equipment.
Talk to the fae tailor by the loom
The dock area is supplied with a loom and fuel merchant.
Sew the pirate outfit for Raffik
Raffik is on the beach near the dock in the Butcherblock Mountains.
Bring the new outfit back to Raffik
Rewards
Between 8 and 3
At least 1,500 XP.
