Zoe Hertzflip can be found in Qeynos Harbor. (in Qeynos: Province District)
Zoe will give me her Wild Card deck of marked cards as payment for my help. (in Qeynos: Province District)
I must return to Frethe Zizlop in Qeynos Harbor, to trade him the cards for the tin metal helm! (in Qeynos: Province District)
