Now that Jorlak, the apprentice chronomancer, has the instructions for reactivating the portal to The Underdepths, he has asked me to replace the damaged Disc of Binding Runes. He says that I can find an undamaged one within the Covenant District's recent past.

I must visit the Skyshrine Covenant District's recent past and attempt to acquire the Draconic Disc of Binding Runes any way I can.

I must return to Jorlak in Skyshrine: The City of Dracur, as quickly as possible!
