Travel to Blackburrow and scout the area to see if there are any suspicious people lurking around.
Sneak around Blackburrow looking for clues.
Return to Arrell Silvertongue at the Qeynos Harbor and speak with him.
Return to Arrell Silvertongue.
Slink through the meeting attendees and find any written information you can.
Slink through the meeting in South Qeynos and retrieve the information.
Return to Arrell Silvertongue to give him the information you've found.
Return to Arrell Silvertongue.
