When Equipped:
•  Applies Restorative Counter instantly and every 30 seconds.
•  When any damage is received this spell will cast Restorative Counter on target. This effect normalizes based off of a three second triggering event.
•  Heals caster for 3,429 - 3,790.
•  Can only trigger once every 15 seconds per person
•  If above level 92
•  Cannot be modified except by direct means
•  If above level 92
•  Cannot be modified except by direct means
•  Applies to the group
•  This effect does not stack with itself when adorned on multiple items
•  Cannot be modified except by direct means
