It seems that Borotar Pickbeard has a rather devious plan. He wants to use his newly tinkered Gatling Ice Wand to freeze Ry'Gorr near the Ry'Gorr Ruins. The hope is that the Ry'Gorr will find the frozen corpses and blame the Rime, inciting battle between the Ry'Gorr and the Rime which will divert their aggression away from the Forward Base Camp.
